25 Sept: “Smart Specialisation, academic concept and policy challenge”

Nordregio invites to a seminar on smart specialisation and policy challenges with Henning Kroll on 25 September.

Henning Kroll studied economic geography and economics at the Universities of Hannover and Bristol. In 2006 he joined the Fraunhofer Institute for Systems and Innovation Research ISI in Karlsruhe (Germany). As a as a senior researcher in the Competence Center Policy – Industry – Innovation his work focuses on the analysis and evaluation of regional innovation and technology policy, smart specialisation, advanced manufacturing in German and European regions, regional innovation and technology indicators and cluster-based regional development. He works and publishes regularly on strategic regional innovation policy, notably on smart specialisation.

During his presentation, he will discuss the implementation of the RIS3 policy agenda in different European regions. Europe’s diverse pattern of institutional arrangements poses locally contingent policy challenges in which regional governance capacities are at least as important an issue as techno-economic potentials. And so, the main merit of RIS3 processes may, in fact, lie in their contribution to changing routines and practices of governance even if those, for now, remain without measurable effect on policy.
