Between hand-outs and stand-outs: Opportunities for policy support for just green transitions 

This policy brief addresses the challenges and opportunities of the green transition in Nordic rural areas, emphasizing the need for more fair approaches. It underscores the significance of involving local communities in renewable energy projects. The urgency of climate change, economic shifts, and recent energy crises has highlighted the need for the green transition, with a particular focus on Nordic rural areas playing a key role in developing renewable energy. However, there’s concern that this transition might increase existing differences between urban and rural areas. Evidence suggests that people in rural regions feel they might be neglected, which could put fair green transitions and the achievement of climate goals at risk. The policy brief from the Just Green Transition in Rural Areas project emphasises the need to involve local communities in green projects to encourage a sense of ownership and fairness. It calls for early community involvement, clear communication, inclusive compensation strategies, recognition of non-monetary benefits, and using the flexibility of rural municipalities to their advantage. As Nordic rural areas face multiple changes, collaboration across different sectors is vital to ensure fairness and effectiveness in green initiatives, potentially making rural areas pioneers rather than followers in the transition. The policy brief is based on the case study report “Can local value creation induce a sense of justice during green transitions? A study of six rural areas in Denmark, Finland, and Norway.”

Championing sustainable construction using timber in the Baltic Sea Region

Timber construction can radically cut carbon emissions. The construction sector is accountable for c. 40% of global emissions, a third of which comes from the production of building materials. Replacing concrete and steel with timber offers a huge opportunity to reach the carbon neutrality goals – so what is stopping us? In this policy brief, we uncover bottlenecks in timber construction in relation to technology, public sector and institutional innovation, cultural shifts, and systemic phenomena.  Nordic and Baltic countries have a unique advantage in leading the way, given the vast forest resources available, a long legacy of the forestry industry and wood building, the in-built industrial capacity, and the well-functioning and interlinked supply chains across the Baltic Sea Region (BSR). Yet, decisive policy measures are needed to overcome technical, regulatory, and cultural obstacles. Challenging the status quo and creating a market shift demands holistic and collaborative approaches that can enable systemic change, as well as targeted measures to navigate through country-specific obstacles.  This policy brief is based on the results of two projects: 1) Systems perspectives on Green Innovation (GRINGO) a research study conducted within the Nordic Thematic Group for Green, Innovative and Resilient Regions 2021-2024 and funded by the Nordic Council of Ministers; and 2) BSRWood project funded by the Swedish Institute to enhance collaboration and knowledge transfer across the Baltic Sea Region (BSR). In addition to desk study, interviews, workshops, and study tours with many experts from different organisations and countries served to collect multiple perspectives for how to address the bottlenecks in timber construction.

Rooting for the Rural: Changing narratives and creating opportunities for Nordic rural youth

This policy brief delves into the importance of understanding and supporting the priorities of young people in Nordic rural regions to ensure these communities thrive. It highlights the importance of addressing challenges that keep youth from staying in rural areas and engaging with those unsure about their future there. Serving as a comprehensive guide for policymakers, the policy brief contextualises the report from the Nordic rural youth panel “From Fields to Futures: 40 action points for rural revitalisation”. The brief examines academic discussions, prevalent narratives, and youth engagement efforts, emphasising the Nordic Rural Youth Panel’s 40 proposed actions to revitalise rural areas. The paper investigates what young people need and want, their aspirations and ideas, and the solutions they present to policymakers that could attract them back to rural areas. It also explores ways to create and enhance opportunities for rural youth to realise their potential and contribute significantly to their communities, thereby changing the existing narratives about young people in rural areas. Lastly, the policy brief stresses the importance of considering diverse youth perspectives in policymaking to promote inclusive and sustainable rural development in alignment with the Nordic Vision.

Improving the evidence for European migration policy making

This policy brief synthesizes central results from quantitative migration and population projections on future migration flows to and within the EU and projects the population in EU member states at an unprecedented level of detail, including by age, sex, level of education, and country of origin, produced as part of the FUME project. Migration is an important driver of population change in the European Union. Since 2011, the population in the 27 EU member states has increased by around 8 million people. This increase has been entirely due to migration since natural population change – the difference between births and deaths – was negative during this period. In other words, without international migration, the population in the EU would have declined during the past decade. International migration will also be a key factor for demographic developments in the future. Projections about future migration flows to, within, and from Europe are therefore important for future policy making. Knowing the expected size and composition of migration flows can help policy makers design strategies for rural and urban development, public service provision, labour market issues, and integration. This is the second of two policy briefs that summarize key findings of the FUME project. The first policy brief highlights why people from origin countries decide to migrate and which factors influence their decision on where to go. It also presents qualitative scenarios which describe possible future socio-economic trajectories in Europe and their implications for migration trends. Essential Service Provision and Access to Services in Nordic Rural Areas

This policy brief explores the challenges facing service provision in Nordic rural areas due to societal and demographic changes, climate change, and globalization, and highlights the need for adapted approaches to service provisions. The policy brief analyses essential service needs and solutions to rural service provision challenges in the Nordic region through case studies and workshops. The publication finds that these changes have a broad impact on rural service provision beyond traditional welfare services, with some gaps still existing. Financial constraints and labour shortages remain major issues in rural service provision. The policy recommendations include providing better guidance and resources for prioritizing delegated tasks at the national level, supporting remote working opportunities, establishing a service fund for local investments, assisting regions in adapting services to climate change, and recruiting people from abroad to combat financial restraints and labour shortages at the local level. Additionally, the recommendations suggest utilizing local and regional strategic planning tools, encouraging dialogue between different levels of government and local businesses, and enhancing collaborations between regions and municipalities. Finally, the policy recommendations emphasize delegating tasks to local levels for optimal efficiency.

Why do people migrate? Where do they choose to migrate?

Today, approximately 3.4 percent of the world’s population are international migrants – people living outside their country of birth. In the future, the number of people who move from one country to another may increase due to population growth in developing countries, increased mobility, political unrest in some world regions, and climate change. The question is how much may international migration flows increase and where will migrants go? The Horizon 2020 project Future migration scenarios for Europe (FUME) focuses on understanding the patterns, motivations, and modalities of migration at multiple geographical scales, from international through regional to the local, and on developing possible future scenarios of migration to Europe. These scenarios shall improve our understanding of the complexity and diversity of migration – and support migration, integration, labour market and cohesion policies at different governance levels. Understanding the drivers of migration, and people’s motivation to migrate is a precondition for making projections of future migration patterns. FUME researchers have interviewed potential migrants and migration experts in four countries of origin – Iraq, Tunisia, Senegal and Ukraine – and analysed demographic trends, livelihood opportunities, the demand for and supply of labour, as well as environmental threats to shed light on people’s motivation to leave or to remain in their places or regions of origin. In addition, migration experts from Europe were interviewed about their expectations regarding future migration to Europe. From the analyses, these factors are likely to influence people’s decision to migrate going forward. This policy brief answers key FUME research questions, summarizes important project findings, and presents policy recommendations. It is based on fieldwork carried out in selected countries of origin including in-depth individual and group interviews of migrants, a review of migration literature, an expert survey of migration researchers, and a Delphi survey of migration experts.

The missing multiplier

How to use public procurement for more sustainable municipalities This policy brief is based on the final installment of Nordregio’s three Localising Agenda 2030 webinars held in March 2022. It aims to highlight the lessons learned from front-runner municipalities, as well as inspire local and national decision-makers to invest in and build capacity for sustainable procurement processes. The Nordic countries enjoy high standards of living, but they also stand out in global rankings as over-consumers of natural resources with major challenges to realising SDG 12 – Sustainable consumption and production. With several billions spent on public procurement each year in the Nordic countries, procurement is a powerful tool to leverage sustainability at a large scale.  This is also reflected in a report from the Nordic Council of Ministers (2021) where public procurement is referred to as ‘the missing multiplier’, emphasizing that public procurement can impact all 17 SDGs while addressing 82 percent of the targets. In this webinar, the municipalities of Gladsaxe, Denmark, and Vantaa, Finland, shared how they have altered local procurement processes to align with sustainability goals. Together with panellists from the National Agency for Public Procurement in Sweden, the Confederation of Norwegian Enterprise (NHO) in Norway, and KEINO in Finland, the discussion addressed how other municipalities can use public procurement to strengthen sustainability practices and SDG mainstreaming across the Nordic Region.  

What’s in a voluntary local review? 

Developing meaningful indicators to measure local Sustainable Development Goals (SDGs) progress in the Nordics This policy brief is based on the second of three webinars on Localising Agenda 2030 in the Nordics. It aims to highlight the shared experiences between Nordic municipalities and inspire local and national decision-makers to invest in and build capacity for measuring and reporting on SDG localisation. Establishing meaningful indicators that correspond with local sustainability strategies towards 2030 requires considerable technical and operational resources on the part of Nordic municipalities. Therefore, implementing SDGs at the local level, in addition to determining how to report on SDG progress, remains a challenge. Nevertheless, several places across the Nordic Region have come a long way since localising efforts began after Agenda 2030 was launched by the UN in 2015. In recent years, there has been momentum around Voluntary Local Reviews (see Box 1). These reports have proven valuable as a holistic process and documentation to track SDG progress and governance.  During the webinar session, the cities of Espoo, Finland, and Helsingborg, Sweden, offered their best practices on developing and applying local indicator sets and shared how they went about conducting their respective VLRs. Panel experts from the Norwegian Association of Local and Regional Authorities (KS) and the Icelandic Association of Local Authorities (Samband) also joined the discussion. The challenges of developing comprehensive methodologies suited to the local context, working across departments, and coordinating with fellow Nordic municipalities to report on common targets were among the topics addressed during the session. 

Steering towards a sustainable future  

How to integrate Sustainable Development Goals (SDGs) and navigate goal conflicts at the local level This policy brief is based on the first of Nordregio’s three Localising Agenda 2030 webinars in 2022. It aims to highlight the shared experiences between Nordic municipalities and inspire local officials and decision-makers to invest in adaptive leadership and smart steering tools. Nordic front-runner municipalities in SDG achievement often have two things in common: committed leadership and a holistic steering process encompassing the Agenda 2030 framework. With 8 years remaining, the integration of the SDGs into local strategies will require leadership willing to revise budgeting systems, alter ways of working, transform conflicting interests into synergies, and serve the needs of the local community. Steering tools are an important foundation in many Nordic municipalities to govern sustainable development in a systematic way. Without them, efforts to address pressing social, economic, and environmental issues can be futile or, a minimum, difficult to monitor.   During the webinar, municipal leaders from Finspång, Sweden, and Kristiansund, Norway, presented their tested tools and learnings, followed by a panel discussion with Kópavogur, Iceland, and Espoo, Finland, addressing several questions: How is sustainability work organised within the municipalities to achieve genuine progress? How do mayors and officials collaborate to build commitment and momentum around Agenda 2030 in all departments? Which are the main barriers and success factors to efficiently integrate the SDGs into local planning and budgeting tools – and turn goal conflicts into synergies?
