In rural areas, digital connectivity is often framed as a question of coverage, cost and commercial viability. But Tavelsjö, Sweden, shows that broadband development is also about local mobilisation, trust and the capacity to organise around shared needs.
This interactive storymap explores how residents and local actors helped advance broadband development in a rural setting where market incentives alone were insufficient. Through interviews and local examples, it shows how connectivity became part of a wider discussion about rural development, services, entrepreneurship and long-term attractiveness.
The case offers insights for policymakers working with digital infrastructure across the Nordic-Baltic region. It asks what support rural communities need before rollout begins, how local demand can be made visible, and why trusted intermediaries matter when connecting residents, municipalities, providers and funding systems.
This publication is the second in a series of three storymaps produced in the Nordic-Baltic Connectivity project (NB-Connect), led by Nordregio and funded by the Nordic Council of Ministers. The first storymap explored Brožiai Smart Village in Lithuania, while the final storymap will focus on Tórshavn, Faroe Islands, and will be published during the summer of 2026.
